9 March 2009 - The Second Regional Training of Trainers Academy Workshop organized by the United Nations Asian and Pacific Training Centre for Information and Communication Technology for Development (UN-APCICT) begins today in Seongnam, Republic of Korea and will run until 14 March 2009. Over 40 participants comprised of trainers from national training institutes and senior government officials from ICT ministries in 18 Asia Pacific countries, as well as representatives from five international organizations are participating in this workshop.

The training sessions will focus on delivering Modules 4, 5 and 6 of the Academy of ICT Essentials for Government Leaders curriculum. They will examine information and communication technology (ICT) trends, Internet governance, and network and information security and privacy, respectively. In addition, specific sessions will be held on instructional design to train participants on the appropriate teaching methodology for the Academy modules. There will also be sessions on how participants could customize the training content to best suit their local environments. Printed versions of the set of eight core Academy modules will be launched and distributed to the participants at this workshop.

The Academy is a comprehensive ICT for development training curriculum that aims to equip policymakers with the essential knowledge and skills to fully leverage opportunities presented by ICTs to achieve national development goals and bridge the digital divide. The Academy has been developed in response to the World Summit on the Information Society’s call for international and regional cooperation in the field of capacity building, with an emphasis on creating a critical mass of skilled ICT professionals and experts.

APCICT holds regular regional Academy training of trainers workshops because they are critical for strengthening existing partnerships and building new ones to extend the reach and impact of the Academy Programme. The workshops provide an invaluable opportunity for the exchange of experiences and knowledge among participants from different countries, a process that has made the Academy Alumni key players in shaping the modules. The Academy Alumni has not only contributed to the development of high-quality modules, but more importantly, they have become advocates of the Academy in their country, resulting in formal agreements between APCICT and a number of national and sub-regional partner institutions to customize and deliver regular Academy courses in-country.

As a result, national Academy workshops have already been held in Mongolia, Philippines, and the Cook Islands and Tonga in partnership with Mongolia's Information and Communications Technology Authority, the Philippine’s Career Executive Service Board and the Pacific Islands Applied Geoscience Commission, respectively. Later this month, national Academy workshops will be organized by Afghanistan’s Ministry of Communication and Information Technology and the University of Indonesia for high- and mid-level government officials in their respective countries. All national partners have shown commitment to promoting the Academy Programme with concrete plans to run regular training workshops at national as well as provincial levels.

Similar agreements with national partners to develop national Academies are underway in many other countries including Armenia, Bhutan, Cambodia, India, Kyrgyzstan, Lao PDR, Pakistan, Sri Lanka and Uzbekistan. “The extent of the reach and impact of the Academy Programme today would not have been possible without the commitment of the Academy Alumni striving towards a common goal to help nations narrow the ICT human resource gaps and promote the application of ICT for socio-economic development,” says Hyeun-Suk Rhee, Director of APCICT.
