TITLE: ICT Policy and Programme Officer, NOD
DEPARTMENT/OFFICE: Economic and Social Commission for Asia and the Pacific
DUTY STATION: Incheon(Songdo)

 

Responsibilities

Under the direct supervision of the Head of APCICT, the incumbent is required to perform the following functions:

• Collaborates and maintains active cooperation with national ministries, agencies and stakeholders.
(a) Assists the Director in mobilizing project funds (including in-kinds) and technical, human and financial resources, ensuring a diversity of donors and partners within the Republic of Korea and beyond,
(b) Coordinates with the Ministry of Science and ICT(MSIT) including its agencies such as NIA, NIPA, KISA and KISDI, relevant national ministries, research institutions, academia, media and other relevant stakeholders within the Republic of Korea
(c) Initiates and coordinates outreach activities within the Republic of Korea

• Develops, implements and evaluates ICT for development capacity building programmes/projects. 
(a) Prepares and reviews various project reports, i.e., concept notes, project proposals, progress reports, and briefing notes
(b) Provides substantive inputs to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
(c) Monitors and analyzes project implementation at all stages.
(d) Coordinates with relevant stakeholders; identifies and tracks follow-up actions
(e) Identifies problems and issues to be addressed and proposes corrective actions

• Assists the Director in providing technical assistance and advisory services on new ICT trends, technologies, policies, emerging issues in the region.
(a) Provides technical assistance and advisory services in the development and implementation of ICT for development capacity building programmes
(b) Reviews and analyzes ICT issues/trends, preparing research activities and studies, and presenting information from diverse sources
(c) Performs consulting assignments by gathering inputs from consultations/discussions with government officials, field experts, academia and other stakeholders in the Republic of Korea and providing advice toward developing courses of action
(d) Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
(e) Provides substantive support to consultative and other meetings, conferences, etc., proposing agenda topics, identifying participants, preparing documents and presentations, facilitating workshops, and making presentations

 

Eligibility Criteria

  • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
  • Experience in ICT for development, ICT policy formulation and implementation at the national level and international level is desirable.
  • Experience working in international organization or governmental organization is desirable.
  • Experience in resources mobilization or fund management is desirable.

 

Education

Advanced university degree (Master’s degree or equivalent) in science, information communication and technology, public administration, business administration, management, economics or a related field.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Korean is required. Knowledge of another UN official language is an advantage.

 

Special Notice

Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located. This post is open to Korean nationals only.

Appointment against this post is on a local basis; candidates shall be Korean nationals and will be recruited in the country or within commuting distance of the APCICT office. If no suitable local candidate is identified, Korean nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to travelling and relocating to Korea in the event of an employment offer.

Note to current staff members at the General Service level: Should a current General Service staff member be selected for this post, he/she would need to resign from his/her General Service appointment before receiving a new appointment at the NO level.

Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.

This is a project funded position. The initial appointment is for a period of one year. Any extension of appointment is subject to availability of funding, satisfactory performance and continued availability of the post.
