This publication assess the use of e-government as a tool to further the dissemination of information and service delivery. It ranks 191 member states according to e-government readiness and e-participation indices. Part II of the publication presents a new paradigm of development that explores the disparity in real access to ICTs. It analyses the various facets of the existing access divide worldwide and illustrates that rapid progress in ICT for development can lead to greater access and opportunity for nations and peoples.
