e-Accessibility Policy Handbook for Persons with Disabilities

This handbook is designed to help exchange good practices among policymakers involved in ICT accessibility and their constituents, and promote this important area of policy-making to ensure that the Information Society is barrier free and benefits all persons.

This handbook is based upon the online ITU-G3ict e-Accessibility Policy Toolkit for Persons with Disabilities (www.e-accessibilitytoolkit.org) which was released in February 2010. This handbook is designed to help exchange good practices among policymakers involved in ICT accessibility and their constituents, and promote this important area of policy-making to ensure that the Information Society is barrier free and benefits all persons. The resource is also intended to help design and deliver capacity building programs in the coming years to facilitate the full implementation of the ICT accessibility dispositions of the Convention on the Rights of Persons with Disabilities.

The handbook discusses the meaning of ‘ICT accessibility’, explores the challenges that people with disabilities face in accessing and utilizing ICT, and discuss methods of which effective policies and programmes can be developed and implemented to overcome these barriers. The handbook also presents international case studies documenting effective policymaking solutions.
