Fourth Issue of ICT World Today Now Available Online
ICT World Today is a journal on Information and Communication Technology for Development developed by the Korea Information Society Development Institute (KISDI) with support from APCICT. This fourth issue of ICT World Today entitled, "ICT and Innovation: Facing the Emerging Global Issues," focuses on ways to encourage ICT innovation and enhance efficiency to overcome the global financial crisis; and tackle climate change, natural disasters, price hikes in resources and food, and the spread of contagious diseases.
Update of Academy Module 8 on "Options for Funding ICT for Development"
Module 8 of the "Academy of ICT Essentials for Government Leaders" (Academy) explores issues that influence investments in information and communication technology (ICT) deployment; highlights various financing mechanisms; and examines the different types of public private partnerships for funding ICT for development (ICTD) projects. As part of APCICT's continuous effort to ensure that the Academy modules are relevant and adds value, a new section has been added to reflect the global economic downturn.

Candidate from Uzbekistan Wins Award to Participate in APCICT Training Event, and Second Round of Award Begins
APCICT announced in August 2009 that it would sponsor a candidate who completes all eight online modules on the APCICT Virtual Academy (AVA) and scored highest on the final exams. In this first round of award, which ended on 30 November 2009, Mr. Nurilla Mahamatov from Uzbekistan has been granted an expense-paid training in 2010. AVA is the online distance learning platform developed by APCICT.

This month APCICT will be organizing a Project Inception Workshop in Seoul to plan the implementation of an 18-month project entitled, “Improving Public Services through Information and Communication Technology (ICT).” The Centre will also showcase its work programme and achievements at the iSeeT@theClimateChangeKiosk at COP 15 in Copenhagen.
Fourth Session of the Governing Council
The Fourth Session of the Governing Council of APCICT was held in Incheon, Republic of Korea on 13 November 2009. Elected representatives from Bangladesh, Cambodia, India, Indonesia, Kazakhstan, Republic of Korea, Mongolia, Sri Lanka and Thailand reviewed the Centre’s work programme and achievements, and discussed plans moving forward.
UN-led talks focus on ICTs as stimulus to economic growth in Asia-Pacific region
APCICT will be organizing a breakout session on 11 November at the Asia Economic Community Forum in Incheon, Republic of Korea. Entitled “ICTs as a Transformative Enabler of Economic Growth,” discussions will revolve around three key pillars: investment in ICTs as a component of a stimulus package; inclusive economic growth through ICTs; and ICT-enabled green growth. A pre-conference training workshop on Funding Options for ICT for Development will be held from 9 to 10 November.
APCICT Collaborates with UNDP Kyrgyzstan to Boost ICT Capacity of Local Governments
Between 14 October and 5 November 2009, APCICT and the United Nations Development Programme (UNDP) in Kyrgyzstan trained 120 provincial governments in six of the seven provinces of Kyrgyzstan in the effective use of information and communication technology for development (ICTD). The training is based on the "Academy of ICT Essentials for Government Leaders" (Academy ) comprehensive ICTD training curriculum that has been translated into Russian by the National Information Technology Center (NITC) of Kyrgyzstan.

This month APCICT will be holding four back-to-back events during 9-14 November in Incheon, Republic of Korea. They include, in chronological order: 1) a Regional Workshop on Funding Options for ICT for Development; 2) a Breakout Session at the Asia Economic Community Forum on ICTs as a Transformative Enabler of Economic Growth; 3) the Fourth Session of the Governing Council of APCICT; and 4) the APCICT Partners Meeting of the Academy of ICT Essentials for Government Leaders.
UN Training Promotes e-Governments in the Pacific: Two-week course on e-government latest in expanding programme
On 12-23 October 2009, government officials from Pacific Island states took part in an intensive e-government training in the Republic of Korea, organized by the Pacific Islands Forum and the Republic of Korea’s Ministry of Foreign Affairs and Trade, with support from APCICT. APCICT delivered Academy sessions on e-government and ICT project management.
UN meeting recommends help in accessing ICT for 400 million persons with disabilities in Asia-Pacific region: Policymakers learn to promote inclusive information society
The Second Regional Workshop on the Enhancement of ICT Accessibility for Persons with Disabilities took place in Incheon, Republic of Korea on 13-15 October 2009. The workshop was jointly organized by APCICT, ESCAP’s Social Development Division and the National Information Society Agency. There were about 40 government officials and 10 resource persons participating in the workshop.
UN Launches Essential Information Technology Training Curriculum in CIS Countries: A series of workshops to help embrace technology for development
A training curriculum for policymakers that focus on ways in which information and communication technologies (ICT) can contribute to the social and economic advancement in Commonwealth of Independent States (CIS) countries was launched in Dushanbe, Tajikistan on 30 September 2009. The launch marked the start of a series of Academy workshops in CIS countries and other Russian-speaking nations, the first of which concluded on 2 October at the Tajik Technical University. Today, a second Academy workshop begins in Kyrgyzstan and will run until 7 October.

UN Set to Boost the ICT Capacity of CIS Countries
To mark the start of a series of capacity building workshops on information and communication technology (ICT) essentials for policymakers in the Commonwealth of Independent States (CIS) and other Russian-speaking countries, an official launch event will be held at Tajikistan Hotel in Dushanbe, Tajikistan from 30 September to 2 October 2009. The event is co-organized by APCICT and the Central Asian Research and Education Network (CAREN), and hosted by the Tajik Academician Research and Educational Network Association (TARENA).

UN Highlights the Use of Technology to Reduce Impact of Disasters in Asia-Pacific: International Conference on Disaster Reduction opens today in Incheon
APCICT organizes a thematic session on ICT for Disaster Risk Reduction during the International Conference on Building a Local Government Alliance for Disaster Risk Reduction in Incheon, Republic of Korea, on 11-13 August 2009. The thematic session brings together specialists from Asia and the Pacific to share knowledge and experiences on ways in which ICTs have been used in response, recovery and risk reduction efforts.

UN-supported programme helps train future ICT workers in Southeast Asia
To help meet the growing demand for information and communication (ICT) professionals in Southeast Asia, the United Nations has been supporting a work-study programme for university students in the region. Twenty undergraduate students from 13 universities in seven ASEAN member countries were given scholarships and have been studying at Daejeon University in the Republic of Korea since March 2009 as part of the “Future ICT Leaders Programme,” a collaboration between APCICT, the ASEAN University Network, the Ministry of Foreign Affairs and Trade of the Republic of Korea and Daejeon University.

APCICT marks its third anniversary with an online training programme for policymakers
APCICT celebrates its third anniversary today with the launch of the APCICT Virtual Academy, an online distance learning platform for the “Academy of ICT Essentials for Government Leaders.” The Academy is APCICT’s flagship training curriculum that aims to provide a comprehensive understanding of the ways in which ICTs can be effectively used to develop societies and achieve the Millennium Development Goals.
UN Helps the Afghan Government Develop Stronger Information Communications Technology
Afghanistan Government uses UN training to develop local ICT capacity. As part of the United Nations continuing effort to close the digital divide, a national training the trainers programme was held in Kabul, Afghanistan on 31 May - 4 June 2009 as a first step towards training decision makers in information communications technology (ICT). The training is the first in a series of ICT workshops based on the Academy of ICT Essentials for Government Leaders Programme – an eight module training course designed by APCICT to give decision makers the necessary information to use ICT for development.
New UN ICT Training Course Targets Woman Government Officials in Indonesia: ESCAP-APCICT workshop starts in Jakarta today
APCICT has provided advisory support in designing and delivering an ICT training programme for female Indonesian government officials on 25-29 May 2009 in Jakarta, Indonesia, in partnership with the Korean Ministry of Gender (MOGE) and the Korea Productivity Center. The training is part of MOGE’s IT Capacity Building Programme for Women in the APEC Region that started in 2003. Select training materials from APCICT’s flagship initiative – the Academy of ICT Essentials for Government Leaders – that focus on ways in which ICTs can be leveraged for women’s empowerment and the promotion of gender equality will be used for this training programme. The Academy modules will also provide the knowledge and tools to mainstream gender issues in ICT project management.
Mongolia's Academy of Management Institutionalizes the Academy of ICT Essentials for Government Leaders Programme and Organized Training Workshop
On 18-22 May 2009, AoM successfully organized a National Academy Workshop for ICT specialists in implementing agencies of Mongolia. The workshop was conducted by local resource people from AoM, ICT and Post Authority, and INTEC Co., Ltd. who have undergone APCICT's regional training of trainers programme. Another Academy workshop for ICT specialists in Ministries and coordinating agencies is planned.

UN teams up with Indonesia to develop urgently needed ICT training in the country: First four workshops in national language to take place in Bali and Jakarta
APCICT has been collaborating with the University of Indonesia and the Indonesian Ministry of Communication and Information Technology (MCIT) to find ways to boost training for ICT professionals. The first national workshop will be held in Bali, 30 March - 2 April, for heads of ICT agencies of local governments.
Regional Training Set to Boost Collaborative Efforts in Making ICTs Accessible for All
The Second Regional Training of Trainers Academy Workshop organized by the United Nations Asian and Pacific Training Centre for Information and Communication Technology for Development (UN-APCICT) is held in Seongnam, Republic of Korea from 9 to 14 March 2009. Over 40 participants comprised of trainers from national training institutes and senior government officials from ICT ministries in 18 Asia Pacific countries, as well as representatives from five international organizations are participating in this workshop.
UN Working Closely with Pacific Island Nations to Develop Internet Access: Training workshop for government officials opens in Tonga on Tuesday
APCICT in collaboration with Tonga’s Ministry of Finance and the Pacific Islands Applied Geoscience Commission (SOPAC) organizes a two-day training workshop in Nukuálofa on 24-25 February 2009, for about thirty senior government officials in Tonga. The workshop is based on an APCICT training curriculum, the Academy of ICT Essentials for Government Leaders, but with modifications so that it is now customized to suit Tonga’s context. This workshop is held as a post-event to the Pacific ICT Ministerial Forum that took place on 17-20 February. At the Ministerial Forum, SOPAC, on behalf of APCICT, presented the Academy programme to almost 70 of its delegates with the aim to solicit support from other island states to champion the national roll-out of the Academy Programme.
UN Works with the Philippines to Close the Digital Divide: Government officials receive ICT for development training in Tagaytay City on 17-19 February
APCICT has teamed up with the Career Executive Service Board (CESB) and the Development Academy of the Philippines to hold an inaugural national training of trainers workshop, in Tagaytay City, from 17-19 February. The training is part of APCICT’s Academy of ICT Essentials for Government Leaders Programme, a specially designed course that provides a comprehensive ICT for development curriculum.
Internship Programme 2010: Open for Application
APCICT is offering a 3-6 month internship to graduate and postgraduate students. The Internship Programme aims to enhance students’ knowledge on the application of information and communications technology (ICT) in socio-economic development. The programme will enhance the intern educational experience through research and/or practical work with supervision by experts specialized in various ICT for development (ICT4D) fields.
UN Works with Mongolia to Close the Digital-Divide: Senior Government Officials Received ICT for Development Training in Ulaanbaatar
The first national roll-out of the Academy of ICT Essentials for Government Leaders was held on 10-12 December 2008 at the Government House, thanks to the strong endorsement from the Prime Minister’s Office. The National Academy Training Workshop boosted the information and communication technology (ICT) capacity of over 50 senior Mongolian government officials including heads of departments and agencies in government ministries.

Two interns from the United Nations Asian and Pacific Training Centre for Information and Communication Technology for Development (UN-APCICT) won first prize in an article-writing contest for university students, on the topic of Korea’s official development assistance (ODA) and international development cooperation.
Pacific Islands to Receive Boost in e-Government Skills: Republic of Korea and United Nations Team Up to Provide Training Course
A group of government officials from Pacific Island states arrived in the Republic of Korea today to take part in an intensive course on ways to transform government operations and improve public service delivery through the use of digital technologies. The course is centred on a two-week programme in Incheon and Seoul, where the 22 government officials from 13 Pacific Island countries will learn and exchange experiences and ideas with e-government experts.
UN and Korea Teams Up to Improve Access to Technology for People with Disabilities
The regional arm of the United Nations in Asia and the Pacific has teamed up with the government of the Republic of Korea to improve access to information and communication technology (ICT) for persons with disabilities by offering training to policy-makers from developing countries in the region. Draft Module 1 of APCICT's Academy of ICT Essentials for Government Leaders is now available for download
Module 1 entitled, "The Linkage Between ICT Applications and Meaningful Development," invites users to explore the various dimensions of the linkage through case studies of ICT applications in key sectors of development in Asia Pacific countries. The module also highlights key issues and decision points, from policy to implementation, in the use of ICTs to meet development needs. The aim is to foster a better understanding of how ICTs can be used for social and economic development, and to equip policymakers and programme managers with a development-oriented framework for ICT-based and ICT-supported interventions in a range of social sectors.
UN Helps Strengthen Mongolia and Pacific Islands’ Information and Communication Technology Capabilities
UN-APCICT signed on 10 September 2008 separate agreements with Mongolia’s Information and Communication Technology Authority (ICTA) and the Pacific Islands Applied Geoscience Commission (SOPAC), which will see both organizations customize an APCICT training curriculum, the Academy of ICT Essentials for Government Leaders.
United Nations Strengthens ICT Capacity of Government Leaders in the Pacific
UN-APCICT in collaboration with Pacific Islands Applied Geoscience Commission (SOPAC), is holding a four-day workshop on ICT on the Cook Islands for policy-makers and government officials in the Pacific region. The workshop aims to provide the relevant knowledge and skills needed to fully leverage opportunities presented by ICTs to achieve social and economic development goals and bridge the digital divide.
Afghanistan’s Digital Divide Set to Narrow Following Collaboration Agreement with UN-APCICT
An agreement promoting the use of information and communication technology (ICT), signed today by the Afghan Government and the United Nations, is expected to contribute to the bridging of Afghanistan’s digital divide.
Call for Case Studies on ICT4D
UN-APCICT is compiling a series of case studies on different aspects of information and communications technology for development (ICT4D) from across the Asia-Pacific region. Two issues of the UN-APCICT Case Study Series on ICT4D will be published (in print and online) each year. Each issue will focus on one or more ICT4D theme(s). For the inaugural issue, the themes include: Technological Convergence and the New Media; e-Governance; and Gender. The deadline for submission of case studies is 31 August 2008.
UN ESCAP’s ICT Training Centre Launches Three New Initiatives to Bridge Digital Divide
Coinciding with its second anniversary and a major global meeting on the economic impact of the Internet, the United Nations Asian and Pacific Training Centre for Information and Communication Technology for Development (UN-APCICT), a regional institute of the United Nations Economic and Social Commission for Asia-Pacific based in Incheon, Republic of Korea, is today holding a global forum and launching two events aimed at promoting the use of information and communication technologies (ICT) for national development.
UN-APCICT Explores the Potential of the Internet in Advancing Socio-Economic Development at the OECD Ministerial Meeting
On 16 June 2008, the UN-APCICT-organized Global Forum will seek to channel the perspectives from developing countries on the implications of the Internet economy for developing countries. The Forum will also explore the potential of the Internet in reaching out to poor and marginalized groups, enabling them to take advantage of the opportunities provided by the Internet economy in advancing economic growth, reducing poverty, and improving education and health services.
UN Launches e-Collaborative Hub for ICT for Development and Capacity Building
e-Co Hub has been designed and developed by APCICT as a place for online convergence of like-minded individuals and organizations working to strengthen capacities in the use of ICT4D. It seeks to provide knowledge resources on different aspects of ICT4D and make available an interactive space for sharing knowledge and experiences on ICT4D capacity building.
UN Enhances National Capacities in Utilizing the Potential of ICT for Development
The Academy will be launched at the OECD Ministerial Meeting on the Future of the Internet Economy on 16 June 2008, which is also APCICT’s second anniversary. Subsequently, APCICT will be organizing the Academy of ICT Essentials for Government Leaders - Training of Trainers for National Training Institutes in the Republic of Korea from 16 to 28 June 2008 for over 40 trainers from 30 countries in the Asia-Pacific region.

ASEAN’s Future ICT Leaders Awarded Scholarship to Explore the Role of ICT in Socio-Economic Development
Twenty promising undergraduate students from seven ASEAN member countries will begin their scholarships to study information and communications technology (ICT) for socio-economic development at Daejeon University (DJU) in the Republic of Korea, on Tuesday, 1 April, 2008. The exchange programme is a collaboration between the ASEAN University Network (AUN) and DJU, with technical support from UN-APCICT.
UN Assists Asia-Pacific to Measure Progress Towards Information Economies: Regional workshop on data collection opens in Incheon today
The United Nations organizes a regional training course which opens today in Incheon, Republic of Korea, bringing together national statisticians to discuss the production and dissemination of ICT statistics. This is the first time this course is being held in the Asia-Pacific region for Asia-Pacific participants. Twenty-four participants from sixteen countries of the Asia-Pacific region are participating in the week-long training.
UN-APCICT and KISA to Collaborate on Joint Training on Information Security for the Asia-Pacific Region
UN-APCICT announced on 12 February 2008 that it has signed a Letter of Understanding with the Korea Information Security Agency (KISA) to cooperate and coordinate joint training activities in the area of information security for the Asia-Pacific region.
An Expert Group Meeting for UN-APCICT's Academy of ICT Essentials for Government Leaders
An Expert Group Meeting was held in Incheon, Republic of Korea on 4-5 January 2008 with the eight authors of the modules for UN-APCICT’s Academy of ICT Essentials for Government Leaders. The First International Conference on Theory and Practice of Electronic Governance (ICEGOV2007) took place on 10-13 December2007 in Macao S.A.R. China. ICEGOV2007 was co-organized by the Center for Electronic Governance at United Nations University - International Institute for Software Technology (UNU-IIST-EGOV), the Center for Technology in Government, University at Albany, State University of New York, USA (CTG), and UN-APCICT. The conference was attended by about 200 participants from 50 countries.
Training for Women's IT Capacity Building in the APEC Region on 25-29 November 2007 in Jakarta, Indonesia
The training aims to equip women with knowledge, skills and confidence to become the entrepreneurs in this knowledge-based society. The course saw the participation of 30 female representatives from Women Empowerment Unit and from Communication and Information Office in both province and district levels of Indonesia.
UN-APCICT Launches Digital Partnership Network
The UN-APCICT Digital Partnership Network (DPN) aims to develop a dedicated network of training institutions, academics, and researchers within the field of ICT for Human Capacity Building. This network was launched on 8 October 2007 at the Second Regional e-Government Training Workshop in Incheon, Republic of Korea.

International Entrepreneurship Training for Women: APEC Women’s e-Biz Training
UN-APCICT, International Telecommunication Union (ITU), APEC Women’s e-Biz Center and the Asian Pacific Women’s Information Network Center (APWINC) collaborated to organize the International Entrepreneurship Training for Women: APEC Women’s e-Biz Training 2007 (WeBiz 2007) from 16 to 21 July 2007 in Sookmyung Women’s University, Seoul, Republic of Korea. The course aims to equip women with knowledge, skills and confidence to become the entrepreneurs in the new knowledge-based society.
High Level Seminar on e-Governance in Nepal
This high level seminar was held in Kathmandu, Nepal from 5-6 May 2007 as a joint collaboration with Asian Development Bank Institute and the National Information Technology Center of Nepal. It was attended by more than 40 high level government officials and resource speakers. All the participants discussed the challenges of implementing e-government programmes and how Nepal could overcome them. Group discussions were held, consensus reached and action plan developed. Participants requested organizers of the seminar to arrange a follow-up meeting on 10-11 November 2007 to check the progress of its implementation.
UN-APCICT Governing Council to Meet for its Second Session
The Governing Council of UN-APCICT holds its second session on 16-17 April 2007 at the Centre's headquarters in Incheon, Republic of Korea. High level officials from eight Governing Council member countries and representatives from Incheon City and UNESCAP attend the Session, including Mr. Kim Hak-Su, Under Secretary-General of the United Nations and Executive Secretary of UNESCAP.
Forum Stresses the Urgent Need for ICT Capacity Building in Asia and the Pacific
UN-APCICT organizes a Regional Forum on ICT Capacity Building entitled, Where are we, where are we going and what will it take to fill the gap. The Forum will take place on 5 - 6 March 2007 in Incheon, Republic of Korea in conjunction with the first e-Government Training entitled, Planning, Designing, Implementing and Managing e-Government: Key Issues, Case Studies and Lessons Learned, on 7 - 9 March 2007. The event saw the participation of close to 200 representatives from governments, international, regional and national organizations, the private sector, academia and civil society from 49 countries.
UN-APCICT Holds Major Forum on ICT Capacity-Building
About 150 high-level participants, from national ministries and planning agencies, the private sector, academia and civil society, will discuss the status, needs and challenges of ICT capacity-building at the regional and national levels. They will also discuss the development of an ICT-related human resource development action plan.
