In line with its mandate, UN-APCICT undertook an in-depth review of existing training programmes in the region that provided ICT4D capacity building training. The results revealed that within the Asia Pacific region, there are some sporadic, stand-alone training courses available to policy makers and government officials on ICT that mostly focus on e-business applications and e-government initiatives. A closer examination of these efforts revealed several shortcomings of these programmes, including:
 

  1. Most current workshops and training programmes are limited to e-government topics and ignore many other ICT-enabled applications policy makers need to understand,
  2. They are not comprehensive in nature and typically focus on single topics,
  3. They assume that policy makers and government officials have a prior understanding of the basic concepts of ICT and its terminology, and
  4. They assume a basic understanding of important project management skills such as how to plan, analyze, manage, and evaluate ICT applications.

 
These inadequacies evolved due to the fact that these training programmes are not based on a sound pedagogical framework that takes into account the need for cumulative, comprehensive knowledge about information and communications technology and it linkage with development.
