This joint effort draws on the wealth of existing expertise across numerous organizations and previous research to codify a series of best conduct practices for the use of SMS in disaster response. This guideline document is a collaborative work in progress and therefore neither fully comprehensive nor entirely complete. This effort focuses exclusively on “natural” disasters and thus currently excludes reference to political crises and complex humanitarian emergencies.
Performance Evaluation of Multi-Hop Communication Based on a Mobile Multi-Robot System in a Subterranean Laneway
For disaster exploration and surveillance application, this paper aims to present a novel application of a multi-robot agent based on WSN and to evaluate multi-hop communications supported by robotics used in subterranean tunnel. The paper proposes a Primary-Scout Multi-Robot System (PSMRS) and reports on the implementation of a chain topology in a subterranean environment using a trimmed ZigBee2006 protocol stack to build the multi-hop communication network.
In this paper, interest is in the rapid detection of disaster events such as tsunami, tornadoes, forest fires, and earthquakes. The detection system of disaster events is described and the way to detect a target event from Twitter data is also shown in this paper. The research examines three disasters during the same time period and compares Twitter activity and Internet news on Google. A significant result from this research is that emergency detection could begin using the microblogging service.
A Civilian Reporting Service to Guide Converging Resources for Search and Rescue in Disaster Response
This paper proposes a geo spatial information repository for initial condition reporting and updating to guide search and rescue operations and deployment of equipment with safety considerations for the rescuers in large scale disaster response scenarios.
With the increase in humanitarian crises and consequent aid, there is greater demand for evidence of the effectiveness and accountability of aid. Information Systems (ISs) are critical for emergency response and humanitarian operations in fulfilling these demands, but also because the consequences of having or not having timely and accurate data are usually life and death. IS innovation in the context of the humanitarian sector highlights the need for contextbased approaches to innovation.
This module provides government officials and policymakers with an overview of disaster risk management (DRM) and presents an approach for identifying information needs in DRM. It then matches the needs with ICT. The module also describes and provides examples of existing ICT applications for DRM and discusses benefits and barriers for utilizing ICT in DRM.
On 11-12 July, UN-APCICT held a two-day workshop in Malaybalay City, Philippines, on the use of ICT for disaster risk reduction (DRR), climate change and green growth.
On 16 June, UN-APCICT officially launched the Chinese version of its module on ICT for disaster risk management at the Metropolis Public Security and Emergency Management International Conference, organized IAEM and the Shanghai Administration Institute in Shanghai, China.
In March of 2014, APCICT launched four new online modules of its flagship programmes the 'Academy of ICT Essential for Government Leaders' and the 'Primer Series on ICTD for Youth' on its online distance learning platform, the APCICT Virtual Academy.
On 3-5 February 2014, APCICT will co-organized a workshop on ICT for Disaster Risk Management with the Career Executive Service Board (CESB) of the Philippines in order to address the urgent needs of improving the capacity of the country to more effectively respond to disaster situations and of enhancing its disaster risk reduction efforts.
