Disaster Risk Reduction
This page contains resources on the use of ICTs in the different phases of the disaster risk reduction process - from emergency response, rehabilitation, preparedness to mitigation.
The effectiveness of ICTs in reducing disaster risks depends on how these ICTs are used. The use of ICTs in disaster management should not be seen as a choice between one type of technology over another. A multiplicity of communication channels and technologies exist, and each can be suitable in a particular situation. The challenge is to identify suitable combinations of technologies.
Resources examine:
- The pilot initiatives that have emerged at times of disaster and can be replicated or upscaled for use in future emergencies.
- Ways in which ICTs have been used to help disaster managers and development practitioners monitor and manage risks and provide early warning signals.
- Ways in which ICTs have been used to raise awareness and enhance capacities on disaster risk reduction issues in schools and communities.
ICTD Case Study 2: ICT for Disaster Risk Reduction
The second issue of the Asian and Pacific Training Centre for Information and Communication Technology for Development’s (APCICT) ICTD Case Study Series, ICT for Disaster Risk Reduction, discusses the ways in which ICT has positively impacted the various phases of disaster management. Noting the use of ICT during and in the immediate aftermath of disasters like the Indian Ocean Tsunami, and most recently the Haiti Earthquake, the case studies examine the important role ICTs play in disaster preparedness, response and mitigation. Case Study 2 shares the lessons learned by disaster management practitioners who have deployed ICT in response to disasters in countries like Bangladesh, China, Sri Lanka, and Haiti.

Information and Communication Technology for Peace: The Role of ICT in Preventing, Responding to and Recovering from Conflict
This publication aims to raise awareness on the concept of ICT for Peace (ICT4Peace). ICT4Peace intends to utilize ICT in promoting lasting peace in areas that involve armed conflict including: management and prevention of conflict; peace operations; humanitirian relief and disaster assistance; and post-conflict peace building and reconstruction. The report provides analysis of ICT4Peace issues and current initiatives including specific examples from all over the world and recommendations for future actions.
Framework for Regional Cooperation on Space Technology Supported Disaster Reduction Strategies in Asia and the Pacific: Study report prepared for the Meeting of Experts on Space Applications for Disaster Management, Chiang Mai, 25-28 July 2005
ESCAP has been promoting the integration of disaster management in development planning, the operational use of space technology in operational disaster management and regional cooperative mechanisms in space technology applications for disaster management. Regional cooperative mechanisms would facilitate equitable sharing of benefits of space technology development and applications among all countries in the region. This study, carried out under RESAP, provides the framework and suggested modalities of regional cooperative mechanisms to address drought and floods and related disasters, and suggested actions towards the institutionalization of the mechanisms.
