Result of Service

APCICT is seeking a Programme Assistant (Individual Contractor) to contribute to its training, research and knowledge sharing, and advisory services work.

 

Outputs/Work Assignment

A. Provide coordination and organizational support to the implementation of APCICT's projects and activities.
B. Conducts research in support of project development and implementation; compiles and organizes information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences, etc.
C. Draft substantive briefs, background notes, and presentations on assigned topics
D. Contribute to the development of APCICT's training content, knowledge resources, communication materials, and presentations
E. Contribute to the enrichment of APCICT's knowledge platforms by reviewing and updating contents and monitoring their usage
F. Support the on-going enhancement of the APCICT Virtual Academy and APCICT website, including but not limited to reviewing learning contents, designing and administering user surveys, web analytics, and website design
G. Contribute to the Centre's media and outreach strategies including management of social media accounts and information dissemination
H. Undertake any other functions, assignments and responsibilities that may be assigned by the Director of APCICT.

 

Outputs will be generated via a series of e-mails, phone calls, and face-to-face meetings and submitted via electronic submission
The consultant will be stationed in APCICT in Incheon and is expected to submit the outputs in accordance with the list of deliverable indicated in above outputs.

Expected Duration

From 16 September 2019 - 15 March 2020, Six months, with the possibility of extension.

 

Throughout the duration of contract period, the consultant is required to provide services onsite at APCICT office full-time (minimum of 8 working hours per day excluding one-hour lunch break). The payments based on the actual number of days delivered during each month will be calculated according to the attendance records.

 

Duties and Responsibilities

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. The Asian and Pacific Training Centre for Information and Communications Technology (APCICT) was inaugurated on 16 June 2006 as a regional institute of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), and is located in Incheon, Republic of Korea. The Centre's mission is to strengthen the efforts of the member countries of ESCAP to use ICT in their sustainable development through human and institutional capacity building. To meet this objective, APCICT's work is focused on three inter-related pillars – Training, Research and Advisory Services. Together they form an integrated approach to ICT human capacity building.

 

Qualifications/Special Skills

Academic Qualifications: Advanced degree in public policy, international development, administration, ICT for development, economics or a related field.
Experience: A minimum of two years of progressively responsible experience in conducting research, project implementation, communication, or related area; experience working in the field of ICT for development would be an asset.
Language: Excellent oral and written skills in English. Strong interpersonal and presentation skills also required.
