APCICT is seeking a Programme Assistant to contribute to the implementation of ICT capacity building programmes and activities.

Outputs/Work Assignment
A. Assists in the coordination and implementation of APCICT capacity development programme/project
B. Conducts research in support of project development and implementation, compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues.
C. Provide support for strategic partnerships with relevant national and sub-regional training institutions, government organizations, academic and research institutions in the region.
D. Liaise with the relevant partners based in the Republic of Korea and abroad for fostering partnerships with government institutions, other international development organizations, training and research entities, civil society organizations and the private sector to facilitate the development and expansion of APCICT's ICTD capacity building programmes, including resource mobilization.
E. Partake in the preparation of written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
F. Respond to inquiries related to partnership building and donor relations
G. Undertake any other functions, assignments and responsibilities that may be assigned by the Director of APCICT.

Outputs will be generated via a series of e-mails, phone calls, and face-to-face meetings and submitted via electronic submission.
The consultant will be stationed in APCICT in Incheon and is expected to submit the outputs in accordance with the list of deliverable indicated in above outputs.

From 15 April - 14 October 2019, Six months, with possibility of extension.

Throughout the duration of contract period, the consultant is required to provide services on-site at APCICT office full-time (minimum of 8 working hours per day excluding one-hour lunch break). The payments based on the actual number of days delivered during each month will be calculated according to the attendance records.

Duties and Responsibilities
 
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. The Asian and Pacific Training Centre for Information and Communications Technology (APCICT) was inaugurated on 16 June 2006 as a regional institute of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), and is located in Incheon, Republic of Korea. The Centre's mission is to strengthen the efforts of the member countries of ESCAP to
use ICT in their sustainable development through human and institutional capacity building. 
To meet this objective, APCICT's work is focused on three inter-related pillars – Training, Research and Advisory Services. Together they form an integrated approach to ICT human capacity building.
 

Qualifications/special skills
 
Academic Qualifications: Advanced degree in public policy, international development, administration, ICT for development, economics or a related field.
Experience: A minimum of two years of progressively responsible experience in conducting research, project implementation, communication, or related area; experience working in the field of ICT for development would be an asset.
Language: Excellent oral and written skills in English. Strong interpersonal and presentation skills also required.
